Parents’ awareness and practice of COVID-19 health protocols: Basis for glocalized IEC material development

Abstract

The COVID-19 pandemic emphasized the critical role of parents in ensuring accurate health information and consistent preventive practices at home. This study assessed parents’ awareness of key COVID-19 facts and the extent to which they adhered to recommended health protocols, serving as the basis for developing a glocalized information, education, and communication (IEC) material. Using a design research approach guided by Stanford University’s Design Thinking Model, the study surveyed 1,200 parents in Aklan, Philippines, and consulted experts in IEC development. Results showed that parents were generally aware of COVID-19 health facts (M=3.03) and exhibited a moderate level of protocol adherence (M=3.15). Awareness was lowest for vaccination-related information, influenced by past vaccine controversies and inconsistent public communication. A strong positive correlation (r=0.807, p<0.001) indicated that higher awareness was associated with better adherence. Based on these findings, a culturally contextualized trifold pamphlet integrating local language, familiar visuals, and community-relevant guidelines was developed and evaluated. Parents and experts rated the material as highly acceptable (M=3.71), citing its clarity, cultural fit, and practical usefulness. While the IEC resource shows promise for supporting community health education, further studies are needed to determine its long-term influence on behavior and pandemic preparedness.

Raphael Kevin Nagal, National Research Council of the Philippines, Division I, Philippines

Dr. Raphael Kevin I. Nagal, USRN, PHRN, LPT, is a nurse–educator, researcher, and curriculum developer graduated with highest distinction and as a DOST-scholar in PhD in Science Education (Biology), a Master of Arts in Education major in Physical Science, and a Bachelor of Science in Nursing (Cum Laude). He is a licensed nurse in both the Philippines and the United States, a licensed professional teacher, and an experienced EFL/ESL instructor who has trained students for IELTS and TOEFL in both classroom and individualized settings. His multidisciplinary background spans nursing practice, psychiatric care, higher education instruction, public-school leadership, online pedagogy, and advanced statistical consulting. He is a certified author and editor of the National Library of the Philippines and has authored several books in Science, Nursing and English--some are published by Amazon. As an associate member of the highest governing research institute in the Philippines, National Research Council of the Philippines (NRCP), he has authored peer-reviewed papers and patented inventions in science education, sexuality education, environmental studies, robotics and health research. His research interests include technology-enhanced learning, health behavior, curriculum development, nursing competence, and evidence-based educational innovation utilizing quantitative and qualitative methodologies.

Mary June Ningal, Madalag Elementary School, District of Madalag, Philippines

Mrs. Mary June N. Ningal, LPT is a dedicated Filipino educator and currently serves as a Master Teacher I under the Department of Education in Aklan. With a strong academic foundation that includes a Bachelor’s degree in Elementary Education and a Master of Arts in Education, she has built more than two decades of professional experience marked by commitment to quality instruction, learner development, and community engagement. Her dedication to research is reflected in her locally published study, “Socio-Politico and Cultural-Ecotourism Assessment of the White Rocks of Likitnon, Ma. Cristina, Madalag, Aklan,” featured in Sabwag: Journal on Multidisciplinary Research and Development. Combining instructional expertise, leadership, and continuous professional growth, she remains a valued contributor to the advancement of basic education in her district. 

Joanna Grace Invina, Aklan State University, College of Nursing, Philippines

Joanna Grace T. Invina, RN, MAN is a dedicated nurse and clinical instructor with six years of professional experience in both clinical practice and nursing education. Holding both a Bachelor’s and a Master’s degree in Nursing, she has built strong expertise in health assessment, disaster nursing, patient-centered care, and clinical teaching, supported by certifications in Basic Life Support (BLS) and Standard First Aid (SFA). Beyond her instructional work, Joanna is actively engaged in research and development at Aklan State University, where she contributes to locally funded research and extension services and serves as a mentor-adviser for undergraduate nursing research, guiding students in evidence-based practice and scholarly writing. Demonstrating innovation in the health sciences, she has also patented robotic inventions for health applications, reflecting her commitment to advancing healthcare through technology. Passionate about shaping future nursing professionals, Joanna integrates clinical expertise, research leadership, and educational innovation to strengthen both community health and nursing education.
